Tom’s extensive range of public and private sector experience has seen him play instrumental roles in the planning, procurement and management of a number of major infrastructure projects, particularly within the transport sector and on PPPs.  Among these are North East Link, Suburban Roads Upgrade Program, Western Roads Upgrade, High Capacity Metro Trains, the Level Crossing Removal Project, East West Link, Peninsula Link, Mernda Rail Extension and M80 Upgrade.

Tom is recognised as a highly skilled and approachable leader. His legal background, in private practice and in-house with Government authorities and multinationals dedicated to major infrastructure projects, provides the foundation to his expertise in strategic commercial and legal advisory, contract and transaction management, evaluation and governance of projects, bringing diverse perspectives to the multiple facets of infrastructure procurement and delivery.
