Toni is an experienced transaction advisor and professional services provider with high-value high-risk major government project experience. A confident communicator with a strong focus on building constructive relationships and working collaboratively in teams, she brings the resilience to manage reactive issues and meet deadlines efficiently.

Toni’s experience on Victoria’s largest transport infrastructure and rolling stock procurements, including the North East Link Program, Western Roads Upgrade, Level Crossing Removal Project, Melbourne Metro Rail Project and the High Capacity Metro Trains Project, has seen her develop robust tender documentation, evaluation methodologies and negotiation strategies, manage critical interface issues and plan and implement interactive tendering. She has advised on the Victorian Government Purchasing Board policies and guidelines across PPP, alliance and D&C procurement models, as well as licencing processes governed under the Gambling Regulation Act. Through her multiple roles on the North East Link Program, both for the Central Package PPP and leading the South Package Alliance transaction, Toni has further developed strong leadership, commercial and critical thinking skills.

Toni’s various roles have involved intimate exposure to all elements of the transaction in a complex transport and infrastructure environment.
