The Metropolitan Bus Services Project was established to procure an operator for 30% of Melbourne’s public bus network on behalf of PTV. The contract covered urban and school services including the high passenger volume Smart Bus routes that provide orbital services connecting Melbourne’s middle ring suburbs.

The franchisee was appointed based on essential and value-for-money selection criteria to deliver best practice services. The franchisee’s ability to implement operational and commercial innovations was also required in order to optimise service delivery and continuous improvement in the areas of safety, patronage growth, modal coordination, network planning, efficiency and resource allocation.
