The Western Harbour Tunnel will be the second road tunnel under Sydney Harbour. Aimed at reducing congestion on the existing harbour bridge and tunnel, as well as the Eastern Distributor and Anzac Bridge, it will connect Rozelle Interchange with the Warringah Freeway in North Sydney.

IAG acted as Transaction Advisor for TfNSW and was heavily involved in the development of the commercial structure for the early appointment, including the degree and manner of involvement with D&C Tenderers, the D&C Contractor, the State and the Development Partner during both the procurement phase and the delivery phase, and assisting with development of a commercial framework and KPIs designed to manage Totex outcomes and overall price certainty.

The IAG team provided TfNSW an asset management strategy to guide the long-term operation and maintenance of three major tunnel assets: the Sydney Harbour Tunnel, Western Harbour Tunnel, and M6 Stage 1. Our team played a key role in standing up a new delivery model, ensuring that asset performance, lifecycle cost optimisation, and long-term maintenance planning were embedded from the outset.
