Logan and Gold Coast Faster Rail (LGCFR) will duplicate approximately 20km of rail line between Kuraby Station and Beenleigh Station, providing additional track capacity and reliability, increased passenger and freight services between Beenleigh and the Gold Coast as well as delivering various safety improvements along the network.
Transaction advisory: IAG worked with the Department of Transport and Main Roads to develop the overall procurement strategy for the three packages of works that form part of the project. IAG has worked with TMR to consider alternative options for packaging and procuring the works and completing multi criteria analyses to ensure well informed decisions are made and recommendations put forward. IAG has been leading the implementation of the procurement strategy across the three packages of work. IAG is responsible for preparing all procurement documentation, including Industry Briefings, Registration of Interest, Expression of Interest, Request for Proposals, Development Phase Agreements, Commercial Framework and Evaluation Plans.
Commercial advisory: IAG provided specialist commercial advice to the Open Level Crossing Removal Package collaborative procurement transaction (RFP Phase and ECI Phase). The team managed and coordinated commercial and legal elements, negotiated commercial terms for development phase agreements, evaluated market proposals, monitored probity requirements, prepared commercial briefings and prepared recommendations as a member of the evaluation panels responsible for shortlisting proponents and contract award.
Environmental services: IAG is providing support to the TMR Environmental Lead on construction, operational acoustic and soil management matters. Our team is also supporting leading development of preliminary documentation required for EPBC Act approval and providing general environmental compliance advisory.
Social procurement: IAG provided subject matter expertise to the DTMR on matters relating to social outcomes, including local content, workforce development, social procurement, Indigenous participation and community development.
This included development of a comprehensive framework, evaluation criteria, commercial requirements, advisory on minimum requirements to meet government objectives, federal and state legislative requirements and best practice endeavours to stimulate best possible outcomes for local industry, economy and communities.
First Nations Engagement: IAG is supporting the Logan to Gold Coast Faster Rail project by providing strategic advice on integrating First Nations participation considerations. This includes establishing employment and business spend targets that align with Queensland Government and Australian Government policy requirements. The focus is on setting achievable and realistic minimum targets and approaches to ensure the market can respond effectively while creating genuine socioeconomic change for communities.
