Cherry Creek Youth Justice Centre is a 140-bed youth justice centre located west of Werribee in Victoria. Completed in 2021, the centre provides beds for remand and sentenced young offenders and includes a mental health unit and an intensive intervention unit with a focus on preventing re-offending.
IAG was engaged during a critical early works stage to assess the project’s overall commercial and strategic risks against the project’s original business case. Key activities included leading an independent assessment of the project scope against operational and service needs, re-scoping and de-scoping of the project to respond to cost constraints and preparing of a Total Cost for Completion report, with the final cost forming the basis for funding application to the Expenditure Review Committee.
Subsequently IAG was engaged to lead the Managing Contractor’s Guaranteed Construction Sum (GCS) evaluation process. This included the commercial and technical assessment of the GCS submission, which required a comprehensive knowledge of the Managing Contractor contract, preparation of GCS Evaluation Team reports and implementing value management processes, through the preparation and analysis of VMF.
