
SCOTT BAYLEY
Executive Director
Scott has 30 years’ experience in the delivery of major infrastructure projects. He has extensive domestic and international experience, working in the public and private sectors for owners, contractors, and professional services firms.
Scott has performed lead roles in the delivery of a wide range of infrastructure projects, with a focus on the transport sector. Most recently Scott led the transaction for the $16 billion North East Link Project, the largest ever infrastructure project in Victoria. Prior to this, he was the Director – Commercial and Legal for Rail Projects Victoria, where he oversaw the $11 billion Metro Tunnel Project, $1.7 billion Regional Rail Revival and the proposed Melbourne Airport Rail and Geelong Fast Rail. He also performed a similar role on the $4 billion Regional Rail Link, which won Infrastructure Project of the Year in the National Infrastructure Awards 2014.
In these leadership roles Scott has gained extensive experience in managing large teams, providing legal and contractual advice and preparing detailed reports and analysis on complex commercial disputes and politically sensitive issues. He has expertise and specialist knowledge across a range of delivery models including PPPs, alliances, traditional contracts, market led proposals and collaborative arrangements.
