Este possesses an in-depth understanding of a range of infrastructure delivery procurement models and risk allocations, gained through over 16 years’ experience in infrastructure planning, procurement and delivery.

Este consistently delivers targeted and high quality strategic commercial, financial, transaction and policy advice to clients and project teams regarding the commercial structuring, procurement, evaluation and negotiation of numerous significant infrastructure projects. Este’s excellent interpersonal skills enable her to lead and coordinate high performing teams and work streams to deliver key priorities and significant reforms for clients.

Este’s project experience has benefitted from 11 years spent in the Partnerships Victoria team in the Department of Treasury and Finance (DTF), where she was heavily involved in a range of significant and highly complex social and linear infrastructure projects, including the Victorian Comprehensive Cancer Centre PPP, High Capacity Metro Trains PPP, and North East Link Project (Early Works package, Primary Package PPP and State Toll Co structuring and legislation), as well as various policy initiatives and reforms.

Having worked in the Commercial Division of DTF for 11 years, Este is highly familiar with: PPP / managing contractor / alliancing / D&C commercial principles; governance, policy and probity frameworks; and anticipating and balancing various stakeholders’ commercial interests and objectives. She is also highly skilled at writing for government briefs and submissions for decision-making purposes.

Since June 2022 Este has performed the role of Commercial Lead and Transaction Advisor to the Victorian Health Building Authority (VHBA) on the New Melton Hospital PPP, responsible for leading and implementing all commercial and financial aspects of the project relating to the pre-procurement, EOI and RFP phases.
